Tatiana Sevyarynets: work no end

Recently in the news feed more often mentioned the campaign "For quality healthcare in Vitebsk". Activist campaign co-chair of the organizing committee of the party "Belarusian Christian Democracy" Tatiana Sevyarynets told the "Dialogue" on how the idea of the campaign, and the activities carried out within its framework.

Ms. Tatiana, please tell us your current background of the emergence of the campaign "For quality healthcare in Vitebsk".

Originally it was an action of the Belarusian Christian Democracy campaign "People's control" that goes all over Belarus. It started just in time for the elections to local councils. Usually at the stage of collecting signatures revealed many problems plaguing the public. And because my district was in the area of the plant "Vitsba" I directly faced with the problems of residents of the neighborhood Bilev. As it turned out, there are many problems: not enough schools, kindergartens, and most importantly - no clinic. In the network to find information the authorities have promised to start construction even clinics and outpatient whole complex back in 2010.

And this question today, as I understand it, is perhaps the most relevant to the residents of the neighborhood?

Yes. First of all, I asked for information in the Department of Architecture City Council, where I was told that articulated by the city authorities promise to stop at the design stage, as the funding ended. Promises, however, did not end. Just before the New Year and Victor Alexander Kosinets Nikolaikin promised, though this year will be the first line of clinics. I again visited the city executive committee. They say: "And he said he had promised, but forgot to give money."

What sort of forces and means you have decided to achieve this goal?

We have made a special appeal and May began collecting signatures for the construction of an outpatient complex. During this time, we collected 4756 signatures, found about a thousand supporters, volunteers and about 25 activists. We had organized a hotline, public reception. We worked all summer, and in September, thinking about how to expand the range of this campaign and look at the whole Vitebsk, united with the other party and social structures. September 23, a meeting at which an agreement was signed to establish a public forum. The agreement was signed by the party "Fair World", the organizing committee on creation of the "Belarusian Christian Democracy" NGO "Crossroads", NGO "Free Way" youth group "Tell the truth." The main activity was the theme of health care. In addition, we held a meeting of experts, and then a special survey (200 questionnaires) to find out exactly what worries people. As it turned out, most of the issues raised, we already know.

I believe that these measures your activity is not limited?

On the problem of health care we approached the complex - went to the clinic, to observe queues, went to the children's clinic, examined the standards for health care - and realized that the number of patients that should be made by a physician at a rate of 4.5 minutes per person, qualitatively serve impossible. For example, a surgeon from the clinic №3 took to replace more than 100 people. What may be the quality?

Doctors have time for patients, they had just enough time to write and symptoms in the medical card. In addition, in order to survive, the doctor has to work on a half-two bets.

Huge queues, staff shortages, lack of specialists, even to the eye doctor in our clinic you need to make an appointment almost two months, I'm not talking about neurology, endocrinology, or is there still some narrow specialists. You can die, until the reception you will get.

And what are the ways to improve the quality of care physicians see themselves?

We talked to the doctors. They see the solution in insurance medicine. They say that if we had insurance medicine like Lithuania or Poland, which takes into account the social status of a person, when you, for example, unemployed, retired, or you have a large family, then there would be less tension. Even in the United States, these factors are taken into account, I can testify from my experience exactly. So, if there was a medical insurance, then you would not worry for where to get the money for treatment, even for surgery. Suppose she were insured. In short, the work no end.

You have studied the medical care in Sweden. On your own observations, at what level is our health care?

On the bad. You know, we have good doctors, and people noticed it during the interview. They are the bulk of his patients are treated with compassion. Of course there are exceptions, but they are a minority. There is even a children's clinics and the stigma associated with. People say what they get help. And as they are sometimes just kicked - and there are such cases.

Tell us, how are your relationships regarding the issues raised with the city authorities.

We have applied for a picket to collect signatures "for quality health care." Then he went to the city council, would like to make an appointment to Victor Nikolaikin. But we have to "body" was not allowed, was advised to go through the electronic treatment. The rule is: first treatment, and only then make an appointment. A month - from treatment to receive.

Through leaflets we bring people up to date information about the pressing issues and on our activities as well.

Of all of these campaigns, communication with the authorities at various levels, what conclusions would you have done?

Delayed construction of clinics in Bilev, clinics in the district of South-7, which had to pass more in 2012. There is already a fence collapsed and rusty crane stands swaying in the wind. Now there is a kind of stir, but work there, as they say, the horse is not lying. Watching repair Infectious Diseases Hospital, hospital №2, which has not built the promised transition from building to building.

We still have not answered, when the construction will begin in the clinic Bilev. On this occasion, we have sent several letters to the city authorities and received a formal answer only the sixth attempt.

How long will the campaign?

We had planned to gather about five thousand signatures for two and a half - three months. Already applied to the pickets. Of course, we would not be allowed. But what to do? We will knock...
