Vitebsk human rights activist asks the authorities to allow him to blitz picketing

Three applications for pickets - one in the administration of each of the districts of Vitebsk - filed a human rights activist Paul Levinau. Pickets stated in areas designated by local authorities under public events . In each of the shares, as requested , will take part in only one person . And each of them will go on... one minute. All this has to happen on December 10 - the International Day of Human Rights.

The purpose of all reported picketing (quote from applications), "Promoting public institutions in strengthening and developing human rights, advocacy documents in support of human rights and public expression of opinion on the issue of human rights violations."

As little as one minute picketing Paul Levinau is going to bring their views to the people - he said. But it is doubtful whether the authorities will allow the defender even such short-term action. Thanks to the decision of Vitebsk on number 881 "On Mass Events in Vitebsk" in the city since 2009, Democratic activists and human rights defenders are not able to arrange any of the action: the solution requires to attach to applications for shares treaties which concluded in practice impossible.

Once upon a time, in August 2012, Paul Levinau had tried to make a single one -minute rally. They filed the appropriate application, but the deputy head of the Railway area of Vitebsk Natalia Lepyoshkina that picket on the basis of non-compliance by the applicant mentioned decision number 881 banned. A curious situation is that the purpose of that rally, which never took place, was to inform residents that the rally will be banned... by Lepyoshkina.
