Pervomaisky district court judge Vitebsk Natalia Korablina rejected an application distributor newspaper "Vitebsk Courier" Mikhail Zhuravlev on installment execution of administrative penalty of a fine of BYR 2 500 000.

Now Michail, who is a disabled group II, a pension is less than 1.8 million rubles and paying loan must not eat, drink and get into debt to fulfill Korablina decision imposing an administrative penalty on him.

Michail Zhuravlev was fined by judge Korablina for distributing newspaper "Vitebsk Courier" October 22, 2012. Vitebsk regional court judge Irina Smolyakova and chairman Nicholas Hamichenok this Court saw no reason to cancel the decision of the judge Korablina.

Currently, the legality of attracting M. Zhuravleva administrative proceedings considered by the Supreme Court of the Republic of Belarus. In case of abandonment of a court order in place, M. Zhuravlev intend to ask the UN Committee on Human Rights to recognize the Republic of Belarus violator of his right to freedom of expression - a right guaranteed by Article 19 of the International Covenant on Civil and Political Rights.
