Deputy Head of the Railway area of Vitebsk Natalia Lepyoshkina banned the rally, which human rights activists were going to spend on October 19. They wanted to discuss with residents of the problems associated with the presence and use of the death penalty in Belarus. The reason for the ban campaign is the lack of the organizers of contracts with public utilities, police and doctors on its service.

Such contracts must be enclosed to the application for a mass event in accordance with the decision of Vitebsk on number 881 of July 10, 2009. These services strongly deviate from the conclusion of the required transactions, therefore, comply with the decision City Council, in practice, failed anyone yet.

Actions performed by the applicant rights activist Leonid Svetsik. "I had no illusions about the administration's decision to Railway district of Vitebsk. It was obvious that the picket banned, - he said. - But for me it was important to say in the media that in Belarus there is a need to start a discussion on the introduction in the near future moratorium on the death penalty. Beginning, shall we say, not entirely successful. But this is the beginning of a long and difficult road to the ultimate goal - the abolition of the death penalty."
