Vitebsk region is an outsider in terms of fiscal discipline among the regions of Belarus. This was stated by the Acting Chairman of the State Control Committee Leonid Anfimov at the board meeting the SCC.

Of efficient and economical budget spending depends on both the economic development of the region as a whole, and individual well-being of its residents, stressed Leonid Anfimov. According to him, the share of the budget of the Vitebsk region of Belarus in the consolidated budget - about 4.5%, which gives him the 4th place among the budgets of regions of the country. However, Vitebsk region is the "leader" to detect violations - during an inspection performed by the local executive and administrative bodies, other organizations Vitebsk oblast budget legislation for 2012-2013, revealed violations of a record $ Br48,3 billion.

Similar checks have been carried out in the Vitebsk region in 2011, when it was revealed the use of wrong purpose, in violation of the law, as well as the illegal acquisition of budget funds totaling Br3,2 billion. "It is obvious that the proper conclusions chief financial officer did not and violations are again, on the rise - said the acting chairman of the SCC. - has determined that violations of law in the organization of the Regional Executive Committee of the budget process, as well as the procedures and conditions for the provision of state support."

Annually from the regional budget allocated to business entities considerable financial resources in the form of budget loans. Executive Committee shall return bank loans for insolvent enterprises. The problem of the return of these funds in the budget does not lose sharpness. The amount of arrears on loans to organizations at the beginning of 2014 amounted to Br47 billion (30% of the debt), and debt on executed guarantees - nearly Br690 billion. "The reason for this is that the budget funds continue to be allocated to insolvent enterprises with a low probability of return of debt prescribed deadline," - says Leonid Anfimov.

Thus, government support in the form of payment of the interest on bank loans from the regional budget in 2012 was provided by 68 companies in the amount of AIC Br14,4 billion in 2013 - 97 companies in the agribusiness Br44,7 billion. Making decisions on the provision of state support in the form of compensation from the regional budget of the interest on the loan, often Executive Committee did not consider the data on the performance of organizations providing conditions of state for the former period. So, in 2012, did not fulfill the conditions of the provision of state support 207 organizations (57.3% of those received), in 2013 - 293 organizations (80.5%). At the same time in 2013, the executive committees do not make decisions about maintaining or canceling of state organizations that did not meet in 2012, the conditions of its provision.

Executive Committee and oblselhozprod does not exercise sufficient control over the provision of state support and timely increase in the share of communal property in the area of ??statutory funds of non-state entities.

Leonid Anfimov focused on the issues identified in the housing sector, "Inspections have shown that in the Vitebsk region not provided fiscal discipline when using the funds allocated to this sector." Organizations Housing revealed some irregularities from overbilling construction, repair and installation work and cost improvement to overestimate the cost of housing and communal services (worth Br6 billion), which resulted in unjustified payments from the budget subsidies to cover part of the expenses incurred.

Thus, concluded Leonid Anfimov, violations of the budget legislation in the Vitebsk region are massive. Local authorities did not fully realize the powers delegated to them by the efficient and targeted use of public funds. Territorial financial authorities and regional executive committees are not always on time, in full and complex organizations working to prevent and detect violations of the budget legislation.

Chief of Department for Control over fiscal sphere KGC Alexander Kurlypo informed that on July 25 of this year, based on audits brought to administrative responsibility 13 legal entities in the amount of Br482,8 and 27 million individuals in the amount of Br20,4 million. Disciplinary and material charges brought against 39 officers. Returned to the budget Br11,7 billion (including interest), illegally obtained and used in violation of the budget law.

College of the State Control Committee proposed Vitebsk Regional Executive Committee to take remedial measures, the full restoration of the illegally obtained and used in violation of the law of budgetary funds, as well as to consider the prosecution of the guilty officials.
